TiWorker.exe is at 50% CPU load (2 vCPUs configured) and I see nothing else in the resource monitor. The download stucks at 22%, after a half hour it is finally working. It took 2 hours for the installation and Windows Update too finally get a patched system. Yesterday I installed a VM just to analyze it, stopped every other VM and created a new VM with 2 vCPUs and 8GB RAM on a SSD. I installed 4 VMs with Server 2016 within the last 3 days and every one has this problem. I am in trouble with those inefficient Windows Update for Server 2016 too. It seems that I am not the only one who has those problems. It updates fine, but does not use a proxy server. I tried building a similar VM at home using VMWare Workstation Player 12.5 and I looked in the CBS.log file and the process to expand or download the update package of the latest Cumulative Update (KB4038782) seems to be stuck in some kind of loop.

The only thing not 'typical' about this build is that Windows Updates is going through a proxy server (which works fine for updating Windows Server 2012 R2). The server is a VM running on VMWare ESXi 6.5 Update 1 and is a fresh install off the volume licensing ISO with nothing other than VMWare Tools 10.1.7 installed on it.

The CBS.log shows these messages after trying to stage the update packages: TiWorker.exe is constantly maxing out 12-13% of an 8 vCPU VM and occasionally svchost.exe would use someĬPU cycles. The server would attempt to download updates directly from Microsoft and will stay stuck downloading at 95% for hours and will never complete. I am trying to build a Windows Server 2016 template for VMWare and I am hitting a problem with trying to install the initial set of Windows Updates.
